Old Town Chinatown has become one of Portland’s most visible areas for public safety challenges. Open drug use, theft, homelessness-related issues, and periodic violent incidents have shaped its reputation in recent years. While many expected Portland to be further down the list, there are many stable and desirable neighborhoods, this district however has faced a disproportionate share of visible urban disorder. Economic decline in commercial activity has also contributed to ongoing instability. Portland is generally not associated with extreme violent crime with only a violent crime rate of 720 per 100k residents, but this neighborhood stands out within the state due to its concentrated and highly visible issues.
