27. Kentucky – Louisville
Kentucky is by far a safe state by national average with about 1.3x less the violent crime rate than the average state, however, at the heart of it’s largest city with a population of over 640,000, Louisville skews the violent crime rate with 981 per 100k residents. High unemployment, gang activity, high poverty rates are all the leading contributors to the staggering high violence. However, law enforcement funding has been increasing steadily each year so we should see things cool down soon.
