25. Pennsylvania – Harrisburg
Harrisburg is one of the most discussed cities in terms of safety concerns in Pennsylvania . The city has faced recurring issues involving violent crime at a rate of 1,008 per 100k people, drug activity, and housing instability. While Harrisburg includes government districts and improving commercial zones, Allison Hill, its most notorious neighborhood has often experienced slower redevelopment and fewer economic gains. Its reputation is shaped by long-term structural inequality rather than isolated events. Pennsylvania has larger cities like Philadelphia and Pittsburgh with higher total crime, but in a smaller capital city context, Harrisburg stands out more clearly as an area of concern.
