42. Connecticut – New Haven
The North End of Hartford stands out in Connecticut due to its contrast with the state’s overall affluence. The area has faced persistent challenges including poverty concentration, higher violent crime, and limited economic opportunity compared to surrounding suburbs. While Connecticut is generally considered one of the safer states, Hartford’s North End represents a more complex urban reality. The neighborhood’s conditions reflect long-term inequality rather than sudden decline, making it a consistent reference point in statewide crime discussions.
